Public procurement
What are the ARCOP and the DGCMEF in Burkina Faso?
The ARCOP (Autorité de Régulation de la Commande Publique) is the independent regulator of public procurement in Burkina Faso: it trains stakeholders, sanctions faulty companies and public officials, and settles disputes through its Dispute Settlement Body. The DGCMEF (Direction Générale du Contrôle des Marchés Publics et des Engagements Financiers), a Ministry of Finance body, controls each buyer's procedures and publishes the “Quotidien des Marchés Publics” every working day — the PDF bulletin in which tender notices appear. SangoBids downloads these bulletins automatically, extracts each notice with AI and sends you targeted alerts.
Which documents do I need to bid in Burkina Faso?
The tender document sets the exact list of documents. The results published in October 2026 reject bids for a missing contribution status certificate, public procurement bidding certificate or tax status certificate (or because it was not conclusive), for "bid guarantee not provided" or for an expired technical approval. Requirements vary with the type and value of the contract.
What are the public procurement thresholds in Burkina Faso?
A tender becomes mandatory from 150 million F CFA including tax for works and 100 million for supplies and ordinary services (200 and 150 million for State companies). Below that, a price request (from 10 or 20 million depending on the buyer), then a quotation request (decree 2024-1748, read in an unofficial copy: check with ARCOP).
How does public procurement work in Burkina Faso?
Public procurement in Burkina Faso is governed by Law No. 005-2024/ALT of 20 April 2024 and Decree No. 2024-1748 of 31 December 2024, which replaced the 2016 law and the 2017 decree. The ARCOP regulates the system, while the DGCMEF (Direction Générale du Contrôle des Marchés Publics et des Engagements Financiers) controls procedures and publishes the “Quotidien des Marchés Publics”, the official PDF bulletin of tender notices. SangoBids automatically aggregates these bulletins as well as World Bank notices for co-financed contracts.
